Confluence Hydro’s leadership team has decades of experience successfully operating hydroelectric and other generation assets across North America. The team’s deep operational and safety expertise, combined with a rigorous analytical approach, enables us to maximize the benefits hydro facilities provide to the grid and to local communities.

Ed Quinn | Chief Executive Officer
Mr. Quinn brings more than 25 years of leadership experience across the energy sector. He leads the Hull Street Energy (HSE) Portfolio Company Operations Management (PCOM) unit, including having served as the Chief Executive Officer of Central Rivers Power, an HSE portfolio company dedicated to hydroelectric generation. His expertise spans the full energy value chain — from managing diverse generation assets such as nuclear, natural gas, hydro, solar, and storage, to leading commercial strategy in power markets, mergers and acquisitions, portfolio management, and regulatory compliance. Prior to his tenure at HSE, Mr. Quinn spent nearly two decades on the leadership team at Constellation Energy. At Constellation, he played a pivotal role in the company’s merger with Exelon, overseeing commercial integration, and driving growth into new wholesale markets and innovative retail businesses including solar, demand response, and energy efficiency. Mr. Quinn holds a Bachelor of Arts degree from Boston College and an MBA from Duke University’s Fuqua School of Business.
Randall Osteen | General Counsel
Mr. Osteen has 30 years of experience as a senior lawyer in the energy industry, with deep expertise in managing transactional, regulatory and operational legal risk. He has served for more than a decade as General Counsel of Hull Street Energy’s Portfolio Company Operations Management (PCOM) unit, where he was instrumental in developing the organization’s documentary, compliance, and regulatory risk framework. Mr. Osteen brings extensive experience in the hydroelectric sector, having served as General Counsel of Central Rivers Power, where he oversaw multiple hydro asset acquisitions and guided the regulatory transition and compliance processes for more than 47 projects. Prior to that, he spent nearly three decades in leadership roles at Constellation, acting as lead counsel on complex power transactions nationwide and overseeing legal work related to wholesale and retail energy, mergers and acquisitions. Following Constellation’s merger with Exelon, he became Vice President and Deputy General Counsel of the combined company. In addition to his professional career, Mr. Osteen serves as Chairman of the Board for Young Audiences of Maryland. He earned a B.A. from Emory University and a J.D. from the University of Maryland.
Craig Herlihy | Chief Financial Officer
Mr. Herlihy has more than a decade of leadership experience in public accounting, SEC compliance, and corporate finance. He joined Hull Street Energy (HSE) in 2021 and serves as Chief Financial Officer of HSE Portfolio Company Operations Management (PCOM), where he oversees all accounting, reporting, and financial operations supporting the firm’s hydroelectric portfolio and other assets. He also has served as Chief Financial Officer of Central Rivers Power, an HSE portfolio company dedicated to hydroelectric generation. Previously, he was Director of Finance and Reporting at one of the largest U.S. homebuilders, where he built the finance and treasury platforms that supported the company’s expansion from a local builder into a major regional enterprise through both acquisitions and organic growth. He also guided the firm’s transition from private equity ownership to a publicly traded international parent. Mr. Herlihy earned both his B.S. and M.S. in Accounting from the University of Florida and is a Certified Public Accountant (CPA).
Jillian Lawrence | Vice President, Asset Management
Ms. Lawrence has more than two decades of experience as a professional engineer in the water and hydropower industry, with expertise in asset management, dam safety, capital improvement projects, value engineering, operations and maintenance, and technical due diligence. She serves as Vice President of Asset Management and Safety for Hull Street Energy’s (HSE) Portfolio Company Operations Management (PCOM) unit and leads the asset management and dam and operational safety functions at Central Rivers Power, an HSE portfolio company dedicated to hydroelectric generation. Earlier in her career, she held various leadership roles at Eagle Creek Renewable Energy, where she directed dam safety programs, managed civil works improvements, and led engineering teams in asset evaluation and capital planning. Ms. Lawrence is an active and recognized leader in the hydropower sector. She serves on the Board of Directors of the National Hydropower Association, where she is a member of both the Nominations Committee and the Rising Star Award Selection Committee, and contributes to the Hydropower Foundation’s focus group. She also chairs the Chief Dam Safety Engineers Roundtable, leading industry-wide discussions on emerging issues in dam safety regulation, and serves on the Steering Committee for the Women in Power mentorship program. She is frequently invited to speak on topics including capital project risk management, hydro operations and maintenance, dam safety, and relicensing. She earned a Bachelor of Science in Environmental Engineering and a Master of Engineering in Civil Engineering with a concentration in Water Resources from Rutgers University.
Natalie Joubert | Vice President, External Affairs and Policy Analysis
Ms. Joubert has over 15 years of experience advising energy companies, federal and state governments and political campaigns on energy and climate policy, advocacy, stakeholder engagement, communications, and political affairs. Her primary responsibilities include regulatory affairs, communications, and public relations. She joined the team from National Grid, plc where she served as a director of federal government relations, working to advance the company’s interests before the U.S. Congress and the Executive Branch. Prior, she held a similar role at Pacific Gas & Electric Company for five years. Earlier in her career, she held positions at the U.S. Department of Energy and a multi-client government affairs firm. Ms. Joubert attended Boston College, where she received a Bachelor of Arts in International Studies and a Master of Arts in Political Science.
